Meet the Leaders Behind SEF’s Mission

At the heart of the Special Education Foundation is a dedicated, skilled leadership team team and dynamic, volunteer Board of Directors. These individuals guide SEF’s efforts to empower students with disabilities throughout St. Louis County.

Executive Leadership: Driving Growth & Innovation

 

Tim Eby, Executive Director

Since April 2022, Tim has steered SEF into a period of meaningful growth. Formerly leading public radio organizations, including St. Louis Public Radio, he brings decades of experience in nonprofit leadership, board governance, and educational foundations.

 

Shannon Benedek, Program & Communications Manager

With a Master’s in Education and a diverse background spanning teaching, marketing-communications, and parent education, Shannon oversees SEF’s programming and storytelling—ensuring families and educators know about SEF resources available to them.

 

Jill Salinas, Events Manager

Jill orchestrates key events like SEF’s annual charity golf tournament and Starfish Awards. Her experience in operations and nonprofit fundraising makes her integral to SEF’s community engagement.

Board Officers: Insights, Strategy, & Advocacy

Julia R. Burke, Ph.D.Chair - A 35-year public education veteran and special education advocate, Julia led HR and student services at Hazelwood School District.

Michael CorryVice Chair - Serving SEF since 2017, Michael champions neurodiversity in hiring and holds a finance and accounting background—plus experience coaching adults with disabilities.

F. Michael LackeyVice Chair - A seasoned leader in compensation and benefits consulting, Michael strengthens SEF with his strategic overview in HR and nonprofit governance.

Richard CarverTreasurer - A CPA and former CFO of the Special School District, Richard contributes expert financial guidance to SEF’s mission.

Todd StreffSecretary - A licensed behavior analyst, Todd supports individuals with disabilities through vocational and training programs. He contributes deep ABA experience and a focus on behavioral supports.

SEF’s Board of Directors and leadership team are deeply committed to enriching the lives of students with disabilities across St. Louis County. Each brings unique strengths—leadership, financial stewardship, advocacy, and heartfelt service—to help ensure every student has the opportunity to succeed beyond what's possible through public funding alone.
